Mumbai university refund

I am a law student in second year of 3 years course in University of Mumbai.

FACT :- Me and many of my friends appered in law examination in may 2017, many of them incuding me were failed in one or more subjects. We all applied for revalution of our papers. and time passed about three months. Kt exams were near  (November 2017 ) and fee for KT exam was Rupees 1050 and revalution result still not declared.

Majority revalution results were declared after KT examination was held for same subject. And we most students were decalred passed. Our fees of Rupees 1050 from each student went on to become waste.

LAW : - There is no provision for refund of fees once if student appear in examination.

ISSUE : - Can we students ask for refund Under Consumer protection Act for deficiency in service ?

Update : - The university mentioned on revalution form that this service of University is an additional facility to student and there is no time frame for it.

where exam result not declared on time it amounts to deficiency in services u/Sec 2(oo) copra.
