Whether noc is required in civil  cases...Say for example Supreme Court judgments

As per your concern let me inform you that currently it's only in Delhi where the practice of NOC is not prevalent. However, in all other courts, even including the Supreme Court (SC) the practice is prevailing.
The practice for asking for a NOC is arbitrary under the Article 22(1) of the Constitution of India.

The Article 22(1) of the Indian Constitution states that —
"No person who is arrested shall be detained in custody without being informed, as soon as may be, of the grounds of such arrest nor shall he be denied the right to consult, and to be defended by, a legal practitioner of his choice".
