Passport application : legal issues rearding

Sir I am a BTECH final year student applying for passport. I have had a ACCIDENT CASE OF IPC-338 ON ME CLOSED ON 29/2/2012 with a fine of 1200 rs. So Can I apply for it without any legal problem during police clearance ? OR am i never eligible for passport and abroad travels
