I am working in Department of Space/ISRO as scientist engineer. It has various centers and autonomous units under it. I got transfer from one ISRO center to an autonomous unit on my personal request under DOS in June 2015 on same post/cadre and same pay scale. My date of annual increment was 1st July 2015. My transfer was done on permanent absorption. Now I have been denied this annual increment saying that my services at autonomous unit is considered as a fresh joining and I am permanently absorbed in an autonomous unit. I would like to know the following:
1. As per GOI orders it is known that service rendered in central autonomous body is counted after joining central govt.
Is it counted for calculating date of annual increment too.
And whether the same is true vice versa or not. (From central government to autonomous body. )
Whether my services at a center from Jan 2015 to June 2015 will be considered for granting me annual increment or not.
2. Can I m eligible for annual increment (As a special case) on 1st Jan 2016 under 7th CPC.
Please guide.
