CAN I GET A TITLE TO A RESIDENTIAL PRIVATE PROPERTY BY PAYING MUNICIPAL TAXES FOR ABOUT 15 YEARS.  IS THERE ANY SUCH LAW OR PRACTICE?

Payment of tax does not confer any title as such but title must be supported by the known method of transfer or transfer by succession or inheritance.

You may go for plea of factum of possession and creat a tilte.
