Purchasing flat in gram panchayat area

Hello,

I have a query for the experts. I intend to purchase a property in Kalher, Bhiwandi Taluka, Thane District (10km from Thane Station), MH, which comes under Gram Panchayat.

I identified a property which was priced a little lower than others. However, the builder made it clear that no bank will provide me housing loan since the property is not approved by Town Planning. However it is approved by Gram Panchayat and some Housing Finance Co's (non banks) and willing to offer home loans for this project.

Wanted to check if it is legally safe to invest in this property in the long run, especially when this area may come under the Thane Muncipal Corporation Limits within the next few years.

Permission from the authorities is essential at any time. Otherwise penalty may be imposed. It may be burdenable in future.

Hi , 

I had been also looking for flat at Kalher ( Siddhachal Developers ).

Still ihad seen that in entire kalher gram pachayat has approved for G+3 floors but this builder has G+4.His possesion is ready. Builder says that he had special approval from Gram Panchayat level & he had been already sent his file to MMRDA for approval .Is it safe to purchase flat on 4th floor.
