Rights for TV news clipings to be posted on youtube

Hi gurus,

I wanted to post some TV news clipings on the internet. Some of them are of just about 5 seconds duration. To my knowledge I need to take either copyrights or permission from the TV channel to do this. Please let me know if I am wrong in this.

I will be glad if you can post a document (format) on which I can take signature from the Editor of the news channel.

If any other person here has done this before please let me know how much they have charged for this kind of permission. I wanted to take clippings from local news channels here in AP. As most of you know Telengana issue is in news now a days.

Any form of Video news shoot by the channel is their copyright property, putting those clips in the net require their permission,

How about if Mr. Ravi gives the reference of T.V channel on clipping.  Are you putting those clipping for comercial use? Why do not you contact the office of T.V channel?. I am sure  they may guide you to obtain the rights from them.
