Dear Sir,
My father passed away 14 years back, when i am only 9 years old and was a govt employee(teacher) while death. I completed my B.Tech & M.Tech from top college in kerala, so, now, i am looking for govt jobs in colleges as teacher. So am i eligible to get govt job?. If so what are the formalities that i must do? How long will it take to get the job?

You dont have any special rights on govt. employment after your fathers death, that too after 14 years of his death.
You have to aspire for Government job as anybody else as per normal procedure of applying for, sitting in and clearing the examinations etc. etc.
