Urgent Guidance- Government accomodation rules

A Class 1 government servant, Uttaranchal , expired in 2002. He was provided a Class IV accomodation. His wife got a job in the same dept ( Clerical job). The job was later converted into a permanent job after 2 years of service. Also the house allotment committee agreed to allow the wife to retain the accomodation as this benefit was granted to few other colleagues in the department earlier on humanity grounds. The allotment committee officially allotted the house in the name of wife. Now in year 2011, (after 09 years of service) , some local goon has an eye on the accomodation and he , through RTI has challenged the allotment decision of the committee. Further to which the allotment committee has ordered the employee (wife of deceased) to vaccate the accomodation and shift to accomodation which she is entitled to. Need advise on: 1. Once the allotment was done by the committee , then can the committee change their decision, without seeking the consent of the allottee? 2. The allottee (wife) is due for retirement in 2014 and is medically challenged to even perform her routine duties. Can some relief be provided on those grounds 3. Can the relief be extended for one more year as , on account of medical reasons, the allottee wants to take VRS? Pls guide... if you can provide any contact numbers....it will be a great help....
