In accordance with the sub rule (3) of the Rule 16 of the Copyright Rules 1958, the person applying for registration shall give notice of his application to every person who claims or has any interest in the subject-matter of the copyright or disputes the rights of the applicant to it.
The date of despatch I think refers to the date on which the notice was sent by the applicant to every person who has interest in subject matter of copyright.
