Until and unless you awre personally affected you may not be able to take any legal action against the erring police constable. 

The complaints submitted to various top administrators of the country will not fetch you any frutiful result until and unless you are personally affected. 

If a person drives a vehicle without a licence and it is known that he habitually drives or if he drives under the influence of alchohol he is a danger to the general public. How can you say that one is not personally affected?

File a suit for permanent and mandatory injunction with mesne profits through a local prudent lawyer.

If police did not take any action file a complaint u/s 200 CrPC.

The querist has got some grievancs against the police constable and he is tyring to look for ways to avenge him, hence it will not be possible to guide him about the steps to take for an action against the police constable individually or  on the basis of the police constable's diriving vehicle without license.

Besides the querist states that he has given complaint to various authorities including PM"s cell, hence it clearly appers that the querist is knowing more about such issues than the expers of this forum.

If he is so much interested about public welfare in this aspect, he can very well file a pIL or file a complaint with the State Humarn Rights Commission . He knows that his complaint will not be entertained by the police since it is against the person of their own department, but he is looking for some illegal loopphole through this forum. 

If you are so much concerned about his apathy, nothing prevented you from rendering any suggestion to him to overcome his problem instead of making sarcastic comments about the opinions rendered by others.
