"No more 498A arrests by the Police"

hi

i am confuse by heading of this post ,under crpc amendment 2010 :-

there is no arrest in 498a cases by police

                                or

there is no arrest in 498A cases by police subject to investigation 

if 2nd case,then girl family can easily bribe IO ,get the investigation done on her favour and get boy family arrested.

it says : before arrest any one Police have to get sufficient evidence on records.
well boy's family can also bribe IO

CRPC  already amended in 2008.

You have said new amendment bill 2010.

Well,Do you think the so call ed wife would tell her husband & in laws that she is going to file FIR .This happens only if the case is genuine otherwise in 95% of the cases the wifes file a false case and so why should she tell her husband.if the police does want to register ,she bribe them ,so where is the chance for husband to bribe police.
