Hi Rashmi,

I do not think there is a law reference in this regard. Once the employer employs 100% of contractual employees, he himself becomes the principal employer and is solely liable to pay all the dues, legal benefits.

We also should look in to the contractual agreements between the contractor and the principal employer and the contract between the employee and the employer.

Sec 10 of Contract Labour(Regulation & Abolition) Act, 1970 is the provision applicable to your query. so pls look whether ur industry under query comes under it or not.
