The lady can file a complaint with the Department of Telecom (DoT) against offensive messages received on WhatsApp. The victim just needs to furnish a screenshot of the message along with the mobile number and email it to ccaddn-dot@nic.in.
The police can arrest you with the support of WhatsApp if you do any of the following under the Information Technology Act, 2000. Recently, Two men were arrested for allegedly uploading p*rnographic images and vulgar jokes on WhatsApp, based on a complaint by a woman advocate at the Saket police station.
such punishable acts are given under Section 67 of the Information Technology Act, 2000 which are punishable with imprisonment upto 3 years and fine upto 5 lakhs.
Section 67A of the Information Technology Act makes publication, transmission and causing to be transmitted and published in electronic form any material containing s*xually explicit act or conduct , punishable with imprisonment upto 5 years and fine upto 10 lakhs.
However, there is one case in which viewing Cyber p*rnography is punishable with imprisonment upto 5 years and fine upto 10 lakhs. Where the content contains children engaging with one another or with adults in s*xually explicit acts.
