Regarding promotion

Hai All, I Completed 5 years of service in the Grade pay of 4200/- (Level 6 as per the 7th pay commission ).I guess i should move to next Grade pay ie 4600 (Level 7 as per 7th pay commission ) .But i am unable to find the official orders from government of India.I am working in an NIT and since this is a new institute my employer asked me to wait for a certain period. So please help me getting the official orders or please guide me how to achieve this task .I will be very much thankful to you in this regard .
