Appears to be an academic query. A bonafide sale of any tool is not a crime, using it for an unlawful purpose is a crime. Those who sell the knife is not a criminal but those who use that knife for murder is a criminal. This practice applies to those instruments that are not banned from selling to the public. A pistol has to be sold to those who are having a valid license and to others, it is banned. In case of using that pistol for unlawful purposes, those that sold are responsible as the sale is banned.

If there is a law banning or regulating the sale of the items, which were sold, then the seller can also be prosecuted under that law. If a gun is sold by even a licensed dealer to a person, who does not have the license to possess a gun the seller also can be punished. It all depends on the laws governing the item sold.

whether the gadgets were manufactured only to facilitate cheating.
