About undelivered product

I ordered jewellery for 100000 at a shop last month . But the shop is not opened properly. And owner doesn't respond properly. He doesn't able to return my money also. What should I do?

Inspite of having received cost of jewellery if shopkeeper did not deliver jewellery to you amount his deficiency in services and unfair trade practice so you may  file complaint before District consumer Commission and claim either jewellery or refund of money and also claim compensation towards mental and physical agony.

What do you mean by "But the shop is not opened properly". If so, why did you place the order and make payment?

You can lodge a criminal complaint against him for the acts of cheating and breach of trust besides filing a money recovery suit.
