Agreement for sale

Is an agreement for sale/resale of residential property for an amount of Rs. 4.00 lacs valid if it is made on a Stamp paper of only Rs. 100/- ?

Agreement is valid but stamp duty registrar will not approve and release it as stamp duty is not as per predefined rate of land

Sufficient stamp duty is required.
