This NCL certificate has to be issued by the competent Tehasildar, as per laid down norms.  He depends on the certificates produced before him and he has to arrive about your actual income levels basisng on his perceiving the facts.  SO your duty is to immediately file such application for NCL certificate, and to show income that comes proportionate to your father etc., if it is a joint family asset.  As I see, every one knows that in AP, agriculture is not income generating proposition as of now.
