Applying for pr or visas of any other countries if i don't have a permanent residence in india?

So long story short, my parents are having to sell our house, the only asset we own as a family to clear my father's loans and liabilities. Which means I won't have a permanent residence of my own, which is mentioned on all my IDs (Aadhar, Passport etc.)

I moved out after my marriage and live with my wife in a rented flat. I have my own business now due to which I am able to sustain on my own. We have been thinking about applying for an Australian PR. Would I be allowed to do this? Or even if I would like to apply for a Tourist Visa somewhere, does not having a permanent residence make me ineligible?

The permanent residential address may not be possible for all the Indians residing in India, because not all the Indians own a house, more than 75% of Indians reside in the rented house, but this will not prevent them from travelling abrod on a tourist visa or even applying for a PR of a different country. You can very well apply with the address where you currently reside.
