As per your query let me inform you that any police officer under section 41 of Cr. P.C may without an order from a magistrate and a warrant arrest any person in a cognizable offence. Moreover, under CrPC sec 43 a private individual may arrest a person.

In addition to all this empowers the magistrate (i.e. executive or judicial) to make an arrest or give orders to any person to arrest the offender within his local jurisdiction. Henceforth, no special rank is requisite to make an arrest of a police personnel.
