What Sh. Raeev mean by his kind reply is as follows;
This section is non-bailable (means in layman language - you have to appear in court and get bail from the judge), non-compoundable (means in layman language - complaint can't be withdrawn) and cognizable (means in layman language - register and investigate the complaint, although in practice most of the time arrest happens before investigation).
My add-on opinion here is, you need now a practicing Crl. lawyer to help the family for title subject purpose of this post.

By the way 498A is bailable in Punjab & Haryana and also in UP if I am not wrong
