BAR COUNCIL OF INDIA Whether covered under RTI ACT-2005 ?

DEAR SIR, THE RTI ACT-2005 applies to all public authorities under central and state Gove and also for those which are substantially financed by them. in this connection can the enlightened member of the club calrify whether the BAR COUNCIL of India comes under the RTI ACT or not ? what is the source of its fund ? a university is established by a statute of UGC ACT.similarly bar council also established by an governed by an Act of ministry of law and justice and a statutory body -hence covered under RTI Act.
