Let the proposal become law and be it implemented.

This is a private member's bill which will take ages and ages to pass. Till date in the history of indian parliament a very few private bills have been discussed and passed since independence. They get minimum priority.....it is good that this amendment has been introduced as a private bil andl that too not by an aggressive MP.
