Brother property dispute

We bought a house in greater Noida with a loan of 30 lakhs and my brother and father both were in army decided to pay the loan half half but my brother was addicted to gamling and situation changed dramatically and my father alone was not able to pay loan and in corona in 2020 my father died by heart attack after that we paid the half loan but half was not paid bcz of my brother's gambling addiction and after that he has not paid any EMI and now am suggesting him to sale this house but on one condition if he pays back the lost money of father to me or to clear loan...

But he is not ready to Agree 

And threatening me that I will surrender my loan am in army my life is secured you think of yourself.

And am also owner in that property can he do that

If yes what procedure should it take to surrender the property

Who are the owners of the property?  Under whose name the property is purchased? If the property is in your father's name then you will get 1/2 share and if the property is in the name of your father and brother, you will have 1/4 share in the property if there are no other legal heirs.
