Builder not providing share certificates to owners

Builder not providing share certificates to owners. Also the builder is not providing conveyance deed to any of the owners.

under Maharashtra Ownership of Flat Act you can make application to registrar for executing Deemed Conveyance in your society favour, if builder is not executing the conveyance
