I am planning to buy flat in pre launch project in pune. the construction has not started yet only plain land is there.
I demanded the documents of land, builder said they got Commencement certificate by corporation but NA is not provided yet the NA file is in process and will get it cleared upto mid of Jan.
Now i have 2 questions,
1 Is it possible to have permission to start building construction (Commencement certificate) befor NA?
2 what should i do, should i book the flat?
