a govt servent should inform the parent dept regarding his joining ngo.this falls within the ambit of duties and obligation of a public servant.a govt emploee even can not stand as gaurrantor or publish anything except arts and scientific publication. there is bar in service contract.

Sir,

A govt. employee can join as a member in  their employees co-op.credit societies, welfare societies and their associations. In all other cases they bound by C.C.A. Rules of their respective states.
