Can Srilankan file a writ petition in high court

one srilankan national was arrested in the year 2002 in madhyz pradesh

under ndps act, he was aquited the same by the court in 2005 , meanwhile he was

in madhys  pradesh , the NCB Tamilnadu foisted 4 cases against him under NDPS act,

he moved bail petition dismissed, moved SC also SLP not admtd. for the

reason he is a srilangan.  in these cases exept for information , no

other metarials avlbl to make out the prmfcy case, wat rlf can we seek

. whether he can get bail,

he almost completed ten years.

Article 21 of Constitution guarantees Life and Liberty to all "persons" therefore merely because someone is a non citizen does not mean he will not be granted bail. You may also refer this decision https://indiankanoon.org/doc/1108032/
