Can we buy a land which has been alloted to sc/st/obc

Hello , we are planning to buy a land which was alloted to a member from muslim community based on caste and low income . 1. Can we buy such property ? 2. Also it has been sold within 2 years of allotment .is it okay ? This property is based in bangalore
