The statute has made the categorisation of compoundable and non-compoundable cases and hence, neither the complainant nor the court has got power to convert a non-compoundable offence into compoundable offence.  But the High Court under Section 482 of cr.p.c. (inherent jurisdiction) and Supreme Court under constitutional power have right to to quash the non-compoundable offence without trial as per the guidelines laid down by them in this regard.
