Respected Sir,
1) I the undersigned is appointed as “SSE(Mech.)” in Pay Band: 9300-34800 & Grade Pay: 4600 in Carriage Workshop, Lower Parel through RRB Mumbai.
2) Previously, I was working in Ordnance Factories, Ministry of Defence as “Chargeman(T/Mech.)” in Pay Band: 9300-34800 & Grade Pay: 4200 in permanent post.
3) I have joined Railway service Through Proper Channel with permission of Ordnance Factory giving Technical Resignation.
(‘Technical Resignation’ Letter is also send by my previous organisation to LPL Workshop through registered post. Also my ‘Personal File’ containing Service Record, Leave Record & Bond Transfer is sent by Ordnance Factory to this office).
4) I was appointed in Railway with only stipend in my training period. I have not been given HRA, TA and NPS Deduction in my training period.
5) May kindly urge to advise that, as I have applied Through Proper Channel with Technical Resignation from my previous service to my present service, both services belong to Central Government. In that case;
i) Why not HRA, TA and NPS Deduction is given in my training period?
ii) “Central Government Employee coming Through Proper Channel from Defence to Railways through Technical Resignation are eligible for grant of HRA & TA benefits and NPS deduction or not during training period (training for selection against a permanent post), at par with Railway Servants who get this benefits during training in terms of para 1905(2) of IREM (Vol-II) Chapter XIX Apprentice?”
a) If so, copies of relevant rules or orders may please be provided with explanation.
b) If not, what are the differences in provisions for Railway Employee and Central Government Employee for grant of HRA & TA benefits and NPS deduction?
c) Also mention the benefits of “Technical Resignation” (in service counting for LDCE Exam) in Railways for official requirement.
