Though leave is not a matter pf right, the authority cannot militantly refuse genuine and entotled leave to subordinates.If he applies for medical leave, it cannpt be arbitrarily refusrd, frpm whicj he will learn lesson hpw to deal with the rightful.leaves availabe to staff..

What is the actual problem, since no officer shall deny leave to employee for such a long time even when the Unit/ Company / Battalion is deployed in war ?

Leave is not a matter of right, particularly in CRPF and it is the discretion of the sanctioning authority.   As per rules, the sanctioning authority must reject leave by writing reasons on leave letter and rejection.   Collect such copies of leave letters as a bunch and file this as a grievance to TOP AUTHORITY looking after such personnel matters.  (At the same time, this is not guidance, as no superior likes his subordinate complaining against him and further harassment is not ruled out)
