Change of name

Dear Sirs, I have changed by name and got the notification published in Tamil Nadu Government Gazette following the instruction by the Director of Stationery and Printing. Tamil Nadu. Now my query is... whether the advertisement in news paper about my change of name compulsory? if so,, in which Act /Rule/ Legal Provision it is mentioned. Please advise me.
