commercial shops in a residential association

the ground floor of my association has 2 shops.. 1 is an electronic shop and the other a clinic. Is it legal for the Association to charge these 2 shops more than what the other apartment owners are paying towards maintainence. If yes how much more can they be requested to pay.
The builder has not provided for toilets in these shops. Can the employees use the common toilet in the Association premises... if they wish to use it can the Association ask them to pay a fixed amt towards the toilets usage?

Generally every residential associations are having bye - laws. Accordingly every resident/occupier to be followed. Otherwise they can approach resgistrar of cooperative societies at their locality for their consent.
