Commercialisation of residential apartment

Two if the apartment owners in out society has tented out thier apartment for short stay service apartment for hospital . People from all ove the world comes and stay . It creates lots of nuisance and there is no security arrangememt from thier end and maintanence also creatingprob since they want any common issue to be fixed immedeately wothout waiting for our consent. And they also have a middle man to manage these who is controlling entire apartment and verbally abusing us if we raise concern ours is asmall apartment with five houses . We dont know what to do can we legally take action against them as they ve not legally registered for commercial apartment

You say that there are only 5 apartments. The number is too small to form any kind of registered association except perhaps a company. If you are not registered you will be having no byelaws. Under such situation it will be difficult to take any action. You can try police complaint or a civil suit
