Construction of illegal additional stuctures

Hi,

Mr. A is residing in a Paghri Room in a 3 floor building having 2 rooms per floor. Mr. A  is residing at 1st Floor. Mr. "B" is a ground floor occupant occupying a room below A's Room. Mr. B is also occupying a room above Mr. A's Room. Mr. B has contacts with BMC, MHADA and other authorities. He has illegally constructed additional rooms and occupied the area  which is supposed to be the House Gully and in possession of the Landlord. Mr. B has not taken permission from the BMC and/or the Landlord and/or the Authority.

The Landlord and Mr. B has good relations and therefore he will not take any objections. Mr. A had once complaint to BMC /MHADA for some other problem, which came to his notice due to his contacts in the department. Mr. A and his family is currently facing nuisance and problems due to such additional contructions. The other tenants of the buidling are not ready to raise the question as they are not getting disturbed by such issue. Now, there have been easy acces to cats, rats as they can get into our house through the windows due to the illegal construction of additional structures. Mr. A has to keep all the windows close which results into insufficient sun light, air, ventilation, etc. It is also not possible to keep the windows open. Our building was recently repaired by MHADA and thecontractor appointed by MHADA had constructed the additonal structure. We had raised our issue but had to be silent due to Mr. B's profile.  

Also Mr. A cannot approach and file a complaint as Mr. B has good contacts with local bhais, police, MHADA, BMC, etc. As it will create a problem for Mr. A and his family.

Mr. A wants to get rid of the Problem. Also, Mr. A wants to lodge a complaint with the BMC and MHADA for demolition of such illegal construction without His name coming into picture. Can Mr. A address a letter to BMC and/or MHADA in respect of the issue without mentioning his name.
