Consumer forum

I had filed consumer complain indistrict forum, for recovery of Rs 2 lakhs,recovered from me as parking charges.Compain dismissed as flat value exeeds 40 lakhs Can I file fresh complain in state forum? complain was only for recovery of 2 lakhs parking charges
