Consumer forum complaint

I have placed an order for a mobile in Tata Cliq E Commerce site and made the payment for the same. They told me that since the payment has been done I may collect the item from their affiliate store. However when I sent my representative to collect the order he was denied the same. I took up the matter to their customer service team and they reassured me 2-3 times that now I can go to pick up the item. However when I went there again my request was denied and they cancelled my order and refund my money. Iam feeling cheated and duped, can i file a complaint in district forum for the same for this deficiency in service.
