Consumer Forum HELP WEB SMS

I had purchased 1 Lakh whatsapp from an online company for Rs. 18000 this week. They had promised 100 percent delivery. I wasted 10000 of these whatsapp only to find their delivery ratio is not 10 percent also. I asked them for refund. They said we do not give refund. I want to take matter to consumer forum as they have not even given me invoice and I have paod thourgh bank account in their bank account. Also they only respond limited hours in a day. Therefore it is very hard to contact them Also I am unable to contact the owner as only the support replies when you call between 11 am and 4 pm. Please help in getting my money back as their service is a hoax
