Please go through the latest judgment by a search in google, the specific case was against D Mart, and the verdict is whether there is a logo or not, the seller should not charge for a carry bag.

Yes,seller can not charge for a carry bag,seller has to provide this facility to his customers free of cost and if he has charged it would be deemed unfair trade practice and deficiency in services for which customer can knock the doors of Consumer Commission.

There appear to be two issues involved. One is Consumer is being sold a bag (without logo) and prevention of extensive plastic usage. With a view to encourage Customers to bring their own bags, it was suggested to shops to charge for the carry bags they need to provide for those who do not bring. This is to ensure extensive usage of plastic is reduced to some extent. The other issue is Shopper trying to sell a carry bag with their logo, by which they are getting free advertisement/publicity for which the Customer is made to pay. In your case the carry bag does not bear the logo of the shop.
Latest case against D mart was that they charged for a carry bag with their logo on it. Consumer Forum advised D'mart branch in Hyderabad to refund Rs 3.50 charged for handbags and pay Rs 1,000 as compensation and Rs 1,000 to the legal services centre.
