Conversion of Extra Ordinary Leave to Leave Not Due in case of cancer patient

Dear Sir,
I am a Central Government Employee. I am a proud cancer survivor. After end of gruelling chemo sessions, which lasted for 10 months, I took one month rest and rejoined my office.
Due to chemo brain fade, I didnot do any research to find out what kind of leave can be availed. I applied for three months of Extra Ordinary Leave on Meddical Ground after exhaustation of my existing Earned leaves and Half Pay Leaves.
One month after the sanctioning of Extra Ordinary Leave, I was educated by one friend to avail Leave not Due (LND). It will save significant amount of my salary.

The Admin Officer is unwilling to make an amendment about change of leaves with a reason that it cannot be done after 30 days of sanctioning of EOL.
I have following questions :-
1. Is this 30 day period a rule of Government?
2. Can I withdraw my EOL as per rules and apply a fresh LND?

Your help will be highly appreciated.

I am not in a state of health and mind to handle such issues in a fighting manner in my department.
