Noc charges to society for leave and licence agreement

I have a flat in co-op society in Mumbai City which is  given to a licencee on Leave and licence agreement for 22 months.

Can anyone advice on following.

1. How much Society can legally charge me as NOC charges?

2.Can I include a clause in agreement   to recover society  maintenance charges from the licencee?

the society NOC charges are to be seen from its bye-laws or articles of association or from the minutes of general body meeting held for this purpose.  This aspect can be included in the agreement

Is there 10% limit( of society charges) applicable or it can be exceeded by amending bye laws?
