Promise of marriage

Is anyone punishable under any law if he made a promise of marriage to any girl during a relationship and later he refused to marry? There were no s*xual relationships.

yes. it is offense

No punishment in law for breaking promise to marry. However any money spent or given or exchange of ornaments for engagement should be claimed back to avoid unpleasant situation in future for both sides.
