Regarding to house purchase in slum

one of my cousin's wants to buy a room in slum ,suppose if he purchased then he would eligible for SRA scheme ?????

he should buy or not...

if buys then what would next step ...

how can he eligible???

sellers is living from 1980 while buyers living in mumbai from 2008 if he purchased then what would be next call ...

pls help out...

I have buy a flat in 2016, now I want sale but at time sales agreement registration it is found that a sale agreement already registered on property between builder and other person in 2014. I ask builder about it he not cooperate me. how I cancelled that agreement.
