In the absence of having not completed +2, you may not be eligible for getting admissiont to LLB Course.
G.L.N. Prasad (Retired employee.) 10 May 2020
The eligibility has to be determined on the curriculum of the University and it's recognition of those specific degrees. Anyone can refer to the UGC website of the validity of any degree issued by all recognized universities. The list of Universities that issue fake degree certificates, and the courses, the validity of such open/correspondence/regular courses were uploaded in the UGC website. Regarding L.Lb, one has to seek the laid down eligibility for such course as the eligibility criterion should be published in newspapers while calling for admissions.

1. Degrees approved by DEC, UGC, AICTE are valid for all Govt. /Private /Abroad jobs etc.... without any exceptions.
2. Using such Graduate Degree, you are eligible to study Law in a "regular college", since Law under "distance mode" is not permitted, as yet, for the purposes of practising as a Advocate.
3. For Judgments, Orders, Circulars, Directions, GR, etc .... APPLY to UGC.

I endorse opinion and advise of expert Mr. Hemant Agarwal.
You are eligible for admission in LL.B.
However, I do not think even open universities, including IGNOU, do not provide distance eduction for the course.

The norms laid down by the Bar Council mandates a pass +2 to be the basic qualification for 3 year LLB Course:
EDUCATIONAL CRITERIA & EDUCATIONAL QUALIFICATION REQUIRED FOR ADMISSION INTO 3 YEAR AND 5 YEAR LAW COURSES IN INDIA
The Legal Education Committee at its meeting held on 30th April, 2017 considered the matter relating Rule-5 of the Legal Education Rules 2008 and clarified the definition of basic qualification and eligibility of candidates to get admitted into 3 year and 5 year Law Courses.
It was held that the proviso of this Rule dealing with distance and correspondence course vis-à-vis +2 and first degree certificate is very clear and needs no further explanation. As such such persons who have obtained +2 Higher Secondary Pass Certificate or First Degree Certificate after prosecuting studies in distance or correspondence method shall also be considered as eligible for admission in the Integrated 5 Years course or 3 years’ LL.B. course, as the case may be. It was further stated that so far as the explanation to this Rule-5 is concerned, this explanation also correctly describes that the applicant/s must obtain basic qualification for admission to five year degree course for which the basic qualification shall be 10th which shall be required to be followed by +2. Furthermore it was stated that the explanation to Rule-5 also correctly describes that the basic qualification for admission into three year law course would be 12th (+2) which shall be required to be followed by three year graduation.
It was also held that it is but natural that unless a person seeking admission into 5 year degree course passes 10th which is the basic qualification for the five year degree , he or she could not have got admission into +2/12th passing of which is also required for admission into the five year law course.
Similarly, it was held that a person seeking admission into three year law course would have to pass class 12th as that would be the basic qualification for the 3 year law course without passing which, he or she could not have got admission into three year graduation.
Thus in conclusion it can be stated that for seeking admission into 3 year law course qualifications needed are only 12th and three year graduation, with 12th being the basic qualification for seeking admission into 3 year law course , while for seeking admission into 5 year law course only 10th and 12th qualification suffices with 10th being the basic qualification for seeking admission into thr 5 year law course.
The qualifications of 10th, 12th (+2) and graduation may be obtained through any mode (distance / correspondence / open schooling method).
However, it is to be noted that the qualification of class 10th , 12th or graduation are subject to pass percentage of 45% for general category, 42% for OBC category, and 40% for SC/ST category subject to Rule-7 of Legal Education Rules.

1. At querist please contact me immediately , I know the problem in detail very well. (Not passing 12 and passing graduate ) and LLB 3 year admission
2. Present status in Maharashtra is as follows
i) Divisional bench of Bombay High Court (Aurangabad bench ) rejected such student for admission
ii) Divisional bench of Bombay High Court (Bombay bench ) allowed one student for admission
iii) One student immediately filled WP stating if one student is allowed then I should be allowed too , Last year Ad interim order was passed and students allowed after passing CET exam , additional Hon. HC has passed orders to make Bar Council of India Party and they are directed to file Reply affidavit and most probably the dispute will be referred to Full Bench of Hon. Bombay HC
3. In other legal education dispute I had prepared everything properly including citation for support of my friends case, but before my submission in friends case required relief was granted via other case so my submission was never taken on record and everyone got relief in 10th Pass 11 fail 12 External Pass dispute.
4. There are many things which I require to tell you for getting admission in LLB but this message will be too lengthy now (Like taking admission in 12 NIOS board getting passing certificate after studying on merit then taking admission in 5 year course . This will give you legal safe degree lifelong )
