Clarification reg bring a house under the tamil nadu slum clearance board

it's illegal , don't purchase that property because the property was allotted for the person and thats is not his own owned property ,

some people purchase those property and using it any how if any issues aries in further in those property you cannot have power in property in legal manner

It is not for sale to others. Tenements are shelters meant for slum dwellers only. Upon verification of their eligibility and financial condition, the TNSCB allots these low-cost shelters to them.

As per your query I should let you know that the said person who is willing to sell the house cannot make a sale legally as the house is not completely under his ownership. He is but given the possession only after the verification by TNHB previously known as Tamil Nadu Slum Clearance Board which is a statutory body constituted under Tamil Nadu Slum Areas (Improvement and Clearance) Act, 1971. You cannot get the possession of the house without approval by TNHB unless you are residing in a slum area prior to this acquisition. 

Therefore 

He cannot sell the house.

It's definitely illegal 

You cannot purchase the house but you may acquire the if you satisfy all the necessary conditions of the TNHB
