Cooking for commercial purposes in residential co-op hsg society

OUR NEIGHBOUR IS INDULGING IN COOKING ACTIVITIES MAKING JUNK FOOD, FARSAN ETC IN HIS HOUSE. THE WHOLE FLOOR SMELLS LIKE A MASALA FACTORY. THE SAME IS SOLD TO NEARBY SHOPS AND BUSINESS ESTABLISHMENTS. WE ARE FACING THE NUISENCE OF ODOUR AND PEOPLE MOVEMENT EVERY DAY. IS IT LEGALLY ACCEPTABLE FOR THEM TO CARRY OUR SUCH ACTIVITIES IN THE RESIDENCE? WE HAVE COMPLAINED TO THE SOCIETY WHO HAVE ASKED THEM TO NOT DO IT.HOWEVER THE SAME STARTS AFTER STOPPING FOR A FEW DAYS.

PLEASE ADVICE WHAT ACTIONS CAN WE/ SOCIETY  TAKE
