counter time exceeds

In a Madamus Writ petition the High court had given 3 weeks time for the government to file the counter and the government didn't file in that 3 weeks now the High court again given further 2 weeks time to file the counter but this time also the government didn't file counter what will be the next step of the High court

Have patience and wait for the next adjournment as govt may seek some more time to file the counter reply stating some genuine grounds.  To give further time or adjourn is at the discretion of the court.   The court by giving proper opportunity and time to Govt, if there is no such response can take such action prayed by the petitioner.

Next time you / your counsel should (must) emphasis for closing the opportunity or impose cost upon the respondents to permit file counter affidavit by the respondent / government.

Yes, your lawyer can seek the leave of the Court for hearing without giving further opprtunity to the respondents to file the counter.
