Are you referring to the civil procedure code rules, if so the claimant can very well depose evidence as prosecution witnsess

A land surveryor gave a witness statement and the surveyor cannot come to court to be cross examined but the claimant is giving a witness statement to support the surveyor as he was present when the surveyor did the survey.

The surveyor will not be present in court to be cross examined.  Is this ok under civil procedure rules.

He is answering the survey done by someone else because he was present during the survey.

The Surveyor cannot refuse to appear before court to depose evidence if he is summoned by court, the court can take legal action against him for disobeying the court order.

You can file a petition to summon the surveyor for letting in his evidence
